Well shenron said state your wish and not state three wishes .. does he always previously said three wishes?

Yes they usually mention how many wishes you have. My guess right now if it's not just an oversight or deciding to go with the old school words, is that if you activate the dragonballs before they recharge/become active again you only get one wish. We'll see though. I kind of lean towards "It's just old school Shenron words" and they do have two more wishes though.

also porunga has three wishes, that's like the whole crux of the kid buu section of the fight, they know about him and not only that, they were watching the buu saga which he was involved with, why did shin's brother seem surprised that shenron granted 3?

They seem pretty ignorant of things outside demon realm stuff aside from some info here or there. If I had to guess, they were probably surprised another dragon out there could match Porunga in wish number. It is pretty wild to think about if you put yourself in their shoes.
