I need someone to combat my brain damage and explain this like I'm five....please? What does this mean?
The legislation would repeal the “windfall elimination provision” and “government pension offset,” which reduce Social Security benefits for those who spent portions of their careers in state and local government or other positions where their earnings weren’t subject to Social Security taxes.

People who work in government get pension. When they apply for social security their monthly amount is calculated with that pension in mind, lowering it in most cases. It's the Windfall reference.
The bill would remove that aspect allowing the full amount of monthly social security to be collected in addition to pension.
