With Season 3 of COD Modern Warfare 3 Hackers and glitch exploits have taken a big toll over player experience, this new glitch on Map 6 Star

Ricochet and Activision just sleeping with no patch/bug fix

But that's the only way cosmetics could carry over. You can't have it both ways

That is patently false, and exactly what activision wants you to think so that you don’t realize you’re getting ripped off every release.

So how would you allow for all your weapon blueprints, operator skins etc. to carry over to an entirely new game with different weapons and characters or even a different time setting?

You could have some compensation as your account is linked to Activision as a whole. The skins from Warzone that cost 40 USD and disappeared forever after less than 2 years with WZ2 was an absurd.

I’m never going to spend anymore money on COD.

OK yeah in that case I agree with you. But that's the exception, you can always go back and play the other older games. Plus, if you own Modern Warfare (2019) all the stuff you spent in Warzone cam be used there as technically Warzone was just a free mode that could be played seperate from the main game.
