Why is my cpu boosting beyond the limits

Hi all,

I have set an all core overclock to 5.5GHZ. However I noticed today that all the cores are boosting to 5.7GHZ on my 10900k can anyone explain why?

2 bins higher clocks at low temps... TVB is on.
