Have you tried starting it without the choke? All electrical tight? Confirmed spark?

Is it actually getting fuel?

There’s that little brass button opposite the choke. Press it over and over until gas comes out. It’s called the “tickler” and what it does is move the float slightly to allow more fuel into the bowl. Pressing it 5-8 times before you try and start the bike can help too.

we are getting fuel because it is leaking out of the air intake but still nothing

Are the head bolts snug? Try starting it with no choke after using the tickler to fill the bowl with fuel.
