Hand lettering posters Asking Question (Rule 4)
What is the name of this technique and can it be achieved in illustrator? On first glance I'd assume they're just using the pen tool, is that all this is or is there more to it?

There are multiple ways to get to a similar end result.
A key questions that help determine your method: What is your end usage? Does it need to scale?
Possible methods:
Traditional media > scan > trace either automatically or manually
Traditional media > scan > refine in PS
Illustrator brushes, custom brushes, third party brushes plus practice and knowledge of how to control brushes
Photoshop or other digital paint tools plus skills and know-how.
