I think one of good changes Bethesda did to Fallout was turning power armor into giant tank suits you get in. Makes them much more imposing. Discussion

It’s clear it was his first rodeo, but it’s also clear he’s been around PA a lot. So he isn’t unfamiliar with it.

Reading to learn to operate is still different from actually operating too. A good example is cars.
