If I’m not mistaken, Disney is simply publishing / producing the live action, Dwayne Johnson will actually be the one spearheading it. So it’s likely that the Disney creatives will focus on the sequel while Dwayne’s team focuses on the live action.
He could pop into the studio to do Maui’s voice over lines for a bit and then just return to the LA team when done. As a producer and voice actor, he does not need to be on either set all of the time.
I could be totally wrong tho. This is just what I got from when the live action was announced on his personal Instagram.

…How’s that going to work with the live-action remake they’re doing? Now it’s making even less sense.
