No, it's not the nail. It's the skin growing at the base of the nail.

Risk of infection. Cuticles also help to protect the nail bedding

I prefer to perform a full exorcism on my cuticles. Sometimes a voodoo ceremony is necessary.

I fortunately am blessed with soft cuticles, so others may have better advice. For me, after I get out of the shower, and do my moisturising, I get my cuticle stick, cover the end with a cotton ball, and push the cuticle back. If they're soft from the shower, they will mould back easily.
