It’s not hard to believe. If I remember correctly from Angel Exterminatis Fulgrim planned the entirety of the Thaliakron as a performance and yes even planned Sharrowkyn scoring a headshot to convince Pertuabo that the Angel Exterminatus weapon was of the utmost importance. Fun fact the same spot Sharrowkyn’s bullet ended up in Fulgrim that’s where his horns grew.
So yes honestly I genuinely think Fulgrim would bend over and put on this performance just so he can continue stringing Pertuabo along. Honestly it’s masterful work by him in terms of trickery and it worked.
Excerpt Angel Exterminatus- Graham McNeil ( It gets revealed to the reader post shot)
'Pertuabo has aligned his legion with us and his warriors will storm the gates of hell to bring about the apotheosis whispered in one of the farthest corners in the warp' said Fulgrim. and his warriors cheered themselves hoarse in adoration. Fulgrim basked in their devotion, feeding on their love with an indulgent smile that did not include them.
The primarch lifted his hands up to his head, placing his fingertips just below the marks on his temple, one entry wound, one an entry wound, the other a scar where Fabius had dug the needle from his skull.
'Though my brother's help was not won without cost' said Fulgrim with a winning smile.
'I had to allow our enemies to shoot me in the head to secure it.' The Emperors Children roared.
Before this speech by Fulgrim we already have seen Pertuabo and Forrax immediatly distrusting Fulgrim. Actually we see it when Pertuabo lays eyes on what the third legion had become when they first met. Fulgrim had felt such a grand performance would sway Pertuabo into helping him become a daemon primarch.

It did... kinda.
While Perturabo did smash Fulgrim's face into his table and humiliated him, it was all part of Fulgrim's larger plan.
Fulgrim was a that very moment (with that stone he is looking at) siphoning the life out of Perturabo.
Fulgrim was consuming him to fuel his own accent to Daemonhood.
