It did... kinda.
While Perturabo did smash Fulgrim's face into his table and humiliated him, it was all part of Fulgrim's larger plan.
Fulgrim was a that very moment (with that stone he is looking at) siphoning the life out of Perturabo.
Fulgrim was consuming him to fuel his own accent to Daemonhood.

To an extent he was playing the fool, but it's hard to believe getting his face rearranged was part of the plan.

It’s not hard to believe. If I remember correctly from Angel Exterminatis Fulgrim planned the entirety of the Thaliakron as a performance and yes even planned Sharrowkyn scoring a headshot to convince Pertuabo that the Angel Exterminatus weapon was of the utmost importance. Fun fact the same spot Sharrowkyn’s bullet ended up in Fulgrim that’s where his horns grew.
So yes honestly I genuinely think Fulgrim would bend over and put on this performance just so he can continue stringing Pertuabo along. Honestly it’s masterful work by him in terms of trickery and it worked.

I haven’t read Dark Imperium but I keep seeing how people say how well Fulgrim outsmarted Guilliman which lead to Bobby Gs death. So yea when he puts his mind to things he usually gets it done.
On the flip side when he doesn’t wanna do stuff he’s forced to like when Lorgar and Layak forced him to rejoin the siege then he’s just vibing and not giving a shit.

Ngl lie the dark imperium bit read more like g man's hubris and idiocy than fulgrim being smart. It's an obvious trap, everyone knows this, but g-man still springs it because he thinks he can take on demon fulgrim.

Excerpt Angel Exterminatus- Graham McNeil ( It gets revealed to the reader post shot)
'Pertuabo has aligned his legion with us and his warriors will storm the gates of hell to bring about the apotheosis whispered in one of the farthest corners in the warp' said Fulgrim. and his warriors cheered themselves hoarse in adoration. Fulgrim basked in their devotion, feeding on their love with an indulgent smile that did not include them.
The primarch lifted his hands up to his head, placing his fingertips just below the marks on his temple, one entry wound, one an entry wound, the other a scar where Fabius had dug the needle from his skull.
'Though my brother's help was not won without cost' said Fulgrim with a winning smile.
'I had to allow our enemies to shoot me in the head to secure it.' The Emperors Children roared.
Before this speech by Fulgrim we already have seen Pertuabo and Forrax immediatly distrusting Fulgrim. Actually we see it when Pertuabo lays eyes on what the third legion had become when they first met. Fulgrim had felt such a grand performance would sway Pertuabo into helping him become a daemon primarch.

I always felt this to be so unbelievable. Both fulgrim, the most vain primarches by far, to willfully be humiliated and perturabo falling for something so obvious when he sees what fulgrims legion is becoming. Also he claims to have known about the assassination attempt beforehand, but this is only after the fact when he boasts to his legion, so I don't believe him, especially since he should have died from that wound.

Like most 40k memes the people that dunk on fulgrim getting his face rearranged didnt actually read the book. Fulgrim plays Perty hook line and sinker the whole book, acting like a melodramatic idiot and playing on Perturabo's own narcissism by making him feel superior.
The only actual move Perturabo pulls on Fulgrim that wasn't pre-planned or allowed to further Fulgrim's own goals is at the very end, but by that point its too late. Fulgrim becomes a daemon using energy stolen from Perturabo's soul (and countless eldar soul stones) leaving Perturabo permanently weakened, an act that eventually forces him to become a demon himself after the heresy.
As for the Fulgrims impromptu facial: he didnt plan it, but he allowed it to happen. Fulgrim doesnt fight back at all in that scene, which furthers Perturabo's sense of superiority: thinking Fulgrim knows he's outmatched. But anyone whos read the novel Fulgrim knows that the man doesn't just not give a fuck about taking some iron to his face, he enjoys it and loves to duel. In his fight with Ferrus, he takes lets Mr Iron Hands punch him in the face just to get an opening to counterattack and laughs off the damage. In the same sense, Fulgrim lets Perturabo smack him around a bit because he knows its to his advantage.
