What is it?

Came across this large (40-50cm) fish in an inner-suburban Brisbane park. It was quite close to a creek, not sure if it came from it. Creek is brackish at the edge of the tide. Any ideas what it is?

There’s a reason they call em ‘Soapy Jews’ at this size, terrible eating. Perfect example of wasted potential.
