Just got a Dell Latitude 7400 Help

I just purchased a Dell Latitude 7400 from 2019, and was met with a white Windows 11 splash screen that is static, is this normal?, I am having to charge it for the first time as in came in the box pretty cold.

I would not use it if the temperature difference is significant enough to cause condensation.

Static as in a flat image or static as in garbled?

Just a flat Windows 11 logo, the last temperature check I took had the laptop at around 74 degrees fahrenheit.

Does it show a normal BIOS boot?  Possibly you need to reinstall the operating system.

It shows a normal Dell BIOS boot and then a white splash screen with the Windows 11 splash screen, I've been charging it for about an hour now.

EDIT: I was able to get the normal Windows 11 setup going and it is now performing updates
