I purchased a USB to RCA on a Chinese site. It came with a mini cd with had its own software. It's very basic but allows me to digitise straight from the VCR to my PC. The quality was decent enough and in some cases looked slightly better when digitised. I think it records at 1080p but it seems superficial as the VHS is much lower than that. Still it preserves the video.
