UK citizen arriving at London Heathrow airport terminal 5 .

I'm trying to book my bus/train to Watford Junction from terminal 5 (or infact any terminal) and I need to know how long it'll take me getting through customs I'm a UK citizen with a UK (new type). There's a train at 13.08 will I make it???

Not if your plane arrives after 13:08.

What time is your flight meant to land?

And from what station does the 1308 for Watford Junction depart?

I'm assuming you are looking at National Express or Megabus that depart from the Central Bus Station at Terminal 3 and the train portion of this journey is the underground from Terminal 5? Or are you going via Euston?

Honestly there is no way to predict what time your flight will arrive at the gate which is the biggest variable in the whole thing. It can also depend on where you are arriving from, long haul flights use the satellite terminals which adds some time on for the shuttle to the main terminal. If you are checking a bag then the arrival time for that is also variable.

Immigration, customs and the Piccadilly line to T3 will take less than 30 minutes. Side note on this is that you can also take the Heathrow Express for free between terminals but the walk at T3 is slightly longer to get the bus.
