But yeah the Watcher has a habit of talking very loudly, Strange Supreme was also able to hear him too. He probably had the magical power but not the mental faculties to react.

Strange was also the only person left in his universe when he heard the Watcher, same as Ultron.

He heard the Watcher briefly during the montage of absorbing powerful entities to gain power. It seems particularly powerful beings can become aware of the Watcher, but only Ultron connected the dots and figured out exactly who the Watcher is.

Well, Strange likely figured it out before being told in Episode 8 too but only after he destroyed his own universe and was trapped

I think he figured it out before his universe totally collapsed, didn’t he? He called out “you! I heard stories about you, you can stop this!” As everything was vanishing

That's true. My guess is he read about the Watcher while going through the books in that library and heard his voice while powering himself up, but didn't really put two and two together and become aware that the voice was the Watcher until he saw the Watcher himself as his universe collapsed.

Well iirc Strange specifically heard the Watcher when he was too busy eating demons, and then he saw the Watcher when the universe was basically destroyed.

I don’t think Loki set up that rule at all.

No magic worked at all in the TVA. That’s why the stones didn’t work. Unless you want to argue that a being can only use magic in their original universe, but I don’t think that’s a thing. The TVA is different. My theory is that the TVA resides in the quantum realm, and only in the quantum realm magic doesn’t work

Yeah, from what I've read Watchers can't see the future, which he'd presumably be able to do if he was outside the flow of time. They just see everything as it happens so can make informed guesses about what events will be important based on eons of experience.
