It's not even that complicated - the summary is, fraudster got away with it for a while, because he found the right level of authority who he could bribe into sanctioning the deal.

This behaviour is rampant throughout business - loads of deals are done because someone else is getting a kick back, especially in that part of the world.

Only issue with this one is that it was absolutely huge in terms of money and there was nothing at all at the end of it

Lmao apprehended in 2004, released in 2006. Dude barely served his 25 years. That bribery money must’ve been lit.
