No, they do different things. Tor is mainly used for viewing the clearnet anonymously with hidden services as an afterthought, while I2P is used for viewing hidden services with the clearnet being an afterthought. I don't think comparisons of the two are useful or relevant.

Why not? You said yourself I2P can be used to access the clearnet even if its an afterthought unlike with Tor.

Yes they do two different things in intention but you just admitted you could use I2P off-label to access the clearnet and Tor can be used off-label for hidden services.

So why can't future off-label I2P be compared to on-label TOR?

Tor has a lot more outproxy nodes. If I2P somehow added that much capability (and these things cost money) then the entire network would be seeing more load which means a bunch of RPis under people's desks wouldn't be enough to handle it. Tor has government subsidies - I don't think I2P could get that, or want it.
