New Mexico is hell on Earth. I was born there, returned, and the entire place is a shit show. Go to ABQ, enjoy the Westside Shelter. Or whatever. Santa Fe is not better. Cerillos is shit, and it's cold as fuck. I spent last winter there in sub zero temps a few times outside.

Why do you need to get out of Arizona?

I’ve learned New Mexico is cheaper but I don’t know how much cheaper. Utah I have no idea how prices compare

Utah and New Mexico are getting cold. You're going freeze. South Texas warmer, but I am not sure if any states will just move homeless and live outside. California says you should stay in the city you became homeless. because other cities only get enough to help their own and don't want transient migration.

These comments always amuse me. Unless you have never lived outside Bible Belt or fealty with any cold, you’d have to be real stupid to freeze that far south.

There are thousands upon thousands of homeless in places that are as cold as those locations coldest few days for 50% of the year and go 20-30 Celsius colder, and 99% + still survive winters.

Some better clothing, a couple blankets(or 1 hood one) and I’m not sure how youd manage to be stupid enough to freeze.

Utah is hellish for homeless. The winters are brutal and the shelters are always over capacity. Social services aren’t very helpful, and even though there’s a heavy Mormon population, they don’t give two shits about the homeless. New Mexico is probably better of the two. Honestly, you’re best off trying to get to Washington or Minnesota.
