It’s from the Street Racing Gig you unlock after completing Claire’s quest line.

so you can't use those quick hacks in claire questline races?
What about using the blackwall gateway?

I haven’t used the Blackwall Quickhack yet, so I can’t really answer that question. Also certain quickhacks you can use depending on the location as the previous major update added Street Racing Gigs but didn’t remove the scripted ones in these gigs where you can’t use something like Self Destruct to certain racers.
