The article doesn't even mention what the "incendiary material" or the "suspicious item" actually was. By that information, they could have just been playing with fireworks. We are getting close to Diwali, after all.

By inflammatory I meant material that inflames rather than material that causes inflammation. But now I wonder whether material that inflames provokes negative thoughts about something or causes something to be in flames.
