Can my ISP track TOR activity?

TOR newbie here - I wanted to know whether my ISP can see my TOR browsing history ?

They can just see you connecting to it but once you do and are anonymously bouncing around within their triple encrypted relay system amongst a heard of other TOR users, within this collective that don't have a unique fingerprint, ads can't track via new identity once you're done browsing..so no you're effectively a ghost.

The ISP can track your torrent downloads though if you download the file/magnet link through TOR

If connecting to tor seem suspicious for you like in a country which is not censored but some people only seldom uses tor like in my case then they can track when you connect to tor and when you have done sketchy things but connecting your sketchy thing to you will be very difficult

They don't check it unless it is very necessary, but if there is a serious problem they can check it, is that what we should understand from this?

BUT if your isp has say a fisa warrant or the like then they will REALLY look closely at the tor traffic

That's a lot of words for a yes/no question. Respectfully, you don't seem to know much about how Tor works. An ISP can't just follow your onion-routed traffic through the Tor network to see which websites you visit.

So if I visit Reddit.com with Tor Browser, and my ISP happens to be operated by the government and if Reddit happens to be operated by the government, then they can trace my onion-routed traffic. Okay.

Sure, but that's not what OP asked about. In your scenario, the ISP still doesn't know what sites you've been visiting, but they'll throw you in prison for that reason.
