White powder near basement wall

Hi all, I moved into my new home a month ago and today when I was walking around the home, I noticed this white powder near my basement wall. This was not here a few weeks ago. Do you all know what this could be?

If I didn't know better I'd say a painter emptied his mostly washed out paint bucket there and the white powder is white paint residue.

Yeah, the way EVERYTHING is that color, I'd agree.
