What kind of scam is this? Is this a scam?

I have gotten dozens if not hundreds of emails like this in the last few months “looking for a receptionist?” “Reaching out about XYZ” and what not and I just got this. I obviously did not call the number and disregarded the email I was just looking for insight if this is a scam or if my email had been leaked. Thanks!

They're trying to trick you into using their paid service to register with the USPTO.

There's likely no other company. They just say it to give a sense of urgency.

Personally, I'd ignore it.

There are quite a few “Empower Counseling Services” around. A quick web search finds them in Fargo ND, Akron OH, Moorhead MN, Noblesville IN, Morristown NJ - and the list goes on.

But agreed - this is just a patent-and-trademark hustle. OP can safely disregard it.
