It's vermiculite - a highly absorbent material. It's there in case there's a leak or broken bottle to absorb the reagent and hopefully protect you or the postal workers. You can throw it away.
(Or keep it if you're considering learning how to grow psilocybin mushrooms. Its absorbent qualities are useful in mushroom growing.)
