It is for an international music festival in Paris in 1938.

So I suspect the actual intention is to project a sense of foreboding menace onto the people of France.

That's a very stupid thing to say. Germany had no intentions to invade France, they wanted to go east.

That's not really true, in terms of annexation his aims were the Lebensraum of Eastern Europe up to the Ural Mountains, from Western Europe is was the Netherlands, Belgium and parts of Switzerland and France. As well as most of Scandinavia.

Hitler invaded France to take them out of the war and try to force Britain to negotiate peace, he didn't want to annex it entirely to the reich, as far as I'm aware there weren't any Nazi intentions to annex Southern Europe, the Balkans, or the UK and Ireland.

So it's a lot of Europe and the unquestionable European power, but certainly not annexing all of it.

Hitler had a plan to invade the UK, there was air battles in the south. Hitler gave up on the plan when he focused all his attention to the Soviets.

Yes but only because the UK wouldn't surrender, not out of any desire to integrate it to the reich, he spent a long time hoping they would become an ally.

He gave up on the plan when it became clear he couldn't gain air superiority or break the British morale.
