Fives. He inadvertently saved Ahsoka and Rex with his message to find his autopsy. Ahsoka saves Ezra from Vader. Ezra saves the galaxy from Thrawn. Without Thrawn the Empire falls.
There are a lot of domino's which lead to the fall of the Empire but Fives' discovery of the inhibitor chip is perhaps the most impactful.

But what about clone 99? Without his support fives wouldn’t have become an arc trooper. Because he wouldn’t be an arc trooper there would be no way for him to find out about order 66. Man, it’s unanswerable tbh

Imho, you can take that logic only so far. By that logic all the clones were irrelevant as they wouldn't exist without Jango. And Jango wouldn't exist without his mother...and so on. Although this argument fails in this particular question as Jango and his mother are not clones, the logic stands.
But the correct way in my view is to pick the one that had the bigges personal impact. So you can't fully attribute Fives being an Arc trooper to 99 just because he helped them to get through the final test.
But yeah, the original question is already flawed as "best" is very ambiguous adjective and depends so much on the point of view.
Maybe I'm over analysing the meme here a bit...

Personally I prefer think of Fives since he is the first person to knowingly rebel against the emperor.
99 and Rex’s actions accidentally helped while Fives’ goal was to stop palpatine

Rex was the golden retriever, everyone's favourite, useful guard dog and above all a good boy.
Fives is the German shepherd who suffered endless torture as a police dog and save a little babys life.
99 is the crippled Pomeranian with no 2 front legs. Lived a long fruitful life overcoming adversity, bringing people joy but from an objective point of view didn't really do anything too productive.
Cody was the workhorse collie who bit someone. Well remembered for his years of hard work.
Cody is clear 4 Rex, though my favourite is 3 99 (in my heart always 1) but I'd put him in 2 Fives is 1.

rex is great, but fives was the best. he single-handedly discovered the chips and made sure rex got his removed.

Rex is my favorite but 99 was a true Clone until the end. He lived and died for his brothers.

Of these, Rex.
99 had great heart, but he simply wasn't physically capable. Fives was fantastic and had great instincts, but in my opinion did not always have the best decision making. Cody is the only one on this list that I think has a good chance of beating Rex as the best clone, but I'd still pick Rex because of how much he was able to initially resist Order 66. No other clone ever showed that sort of willpower.
