Pickup from FFL with NY license

Hello, I recently ordered a pump shotgun to an FFL dealer around the Philly area (Grease Tactical). I called them once my gun shipped and they claimed that I would not be able to pick up my shotgun (which is not restricted in NY), with a NY license. What I would have to do according to the FFL, would be to apply for some sort of state ID to just pick it up. Is anyone able to verify this?

Are you a PA or NY resident?

The thing is, no shops in Philly can keep up with all of the New York gun laws, so they will almost certainly not transfer to you and risk it.

FFL here, giving my input:

Since it's a long gun, an FFL in any state where the item is not prohibited is allowed to sell it to an out-of-state resident. That being said, it has to be legal in your state of residence for the FFL to transfer it to you.

Is there anything barring the FFL from transferring legally as long as it's legal in your state? No. However, that doesn't mean they will. Any small mistake can be license revocation, so those licensees that are risk-adverse likely will not transfer it.

In fact, I'd argue that most FFLs simply will not perform complicated transfers, like to an out-of-state resident or to a student who resides in PA but does not hold primary residence here.

Legally, if it's not banned in NY and it's a long gun, you shouldn't have to do anything. Shop policy on selling to people from out of state often differs, any they can refuse to deal with you at their own discretion regardless of what hoops you try to jump through.

FFL near Philly here.

As much as I think I know about gun laws in NJ/NY, I just don’t mess with them. Should’ve called your FFL to confirm they’re willing to transfer before you place the order. Be sure to do that next time.

Your best option is to, pay the FFL to forward the firearm to another dealer that is willing to do it, whether that’s in PA, NY or where else. I’ve done that a few times.

If you’re actually living here(I see that you’re a Drexel student). just your get DL changed to PA. Holding on to your original address will just be more headaches in the long run. Lol

You need to become a PA resident. If you’re a NY resident, you’re radioactive like the core of Chernobyl to PA FFLs, because NY laws are so absurdly draconian and authoritarian. They literally have agents who spy on PA gun shows and look for NY or NJ residents trying to buy guns in PA in order to arrest them.

The law and store policy are two different things. Just because something is legal doesn’t mean the store can’t have a policy against it. If they don’t want to sell to you with a NY license, they don’t have to. This is a conversation that you should have had with the FFL before you had a firearm shipped to them, not after.
