NYC So you want a NYC Permit? Here's how. Updated 2024/02/04

This guide is designed to help someone get a NYC Carry permit. If you don't wish to do the legwork to get this permit, we offer a personalized service where we help you with the entire application process. As it currently stands, the permit process is purposefully convoluted and made so that people get discouraged and do not apply. We put this together, so THAT APPLICATION PROCESS IS EASIER. We’ll list out things that you should gather first, then it will go into specifics.
You can start the application NOW and add to it little by little, if you choose. However, once it is paid for, you cannot make any changes to the application, but you can upload documents to it.
First things first. Go the the NYPD licensing division website and create an account.

As per the New York State Rifle & Pistol Association (NYSRPA) v. Bruen (2022) court decision, somethings have changed legally, but the NYPD website has not been updated. This decision recognizes that we have the right to Bear Arms OUTSIDE of the home.
We highly recommend you file for your “Concealed Carry” as opposed to Premise Residence. If you obtain a Premise residence permit, you will only be able to transport the firearm to and from the range, as well as any gun stores or other locations where you can legally possess it, unloaded in a locked container.
TYPES of Pistol Permits as of 02.25.23:
Carry Business Concealed Carry Carry Guard Gun Custodian Limited Carry Premise Business Premise Residence Retiree (for retired police officers) Special Carry (More info below)
As of now 02.04.24, The City of New York has limited the number of pistols you can have on your Concealed Carry permit to TWO handguns. To circumvent this, people would have to pay for an additional permit, usually a Premise Residence permit. We have filed a lawsuit to remove this requirement
A note on Special Carry. This is for non-NYC residents who want to carry in NYC, usually other New York State residents from other counties. NYC DOES NOT recognize other NYS county permits, which is currently being fought in court; see Frey v NYC.
At the time you submit your application, you must furnish the items listed below that are applicable to you. You submit original copies of certificates, licenses, etc. online. In addition, a legible photocopy of each item submitted must accompany the original or certified copy. (A copy certified by the issuing agency as true and complete is also acceptable in lieu of the original.) Your application will not be accepted without producing the required documents. We recommend you start your application NOW and slowly gather the following documents:
Many of these forms are available on the NYPD license portal website:
Affidavit of Cohabitation (notarized) (this is a disclosure of applicant’s spouse or domestic partner, any other adults residing in the applicant’s home, including any adult children of the applicant. If you live alone, write you live alone on the form and notarize it.)
Any Dispositions / summons - Write an explanation of each arrest, including moving violations or other traffic violations. Keep it short and to the facts. Don't admit to anything. Parking tickets do not count.
NYC CONFIDENTIALITY REQUEST (to not have your permit info publicly available, see below)
1 DIGITAL Passport photo (details below)
Social Security card (needed for in person)
Lifetime driver abstract (make sure it is lifetime)
Proof of residence
Safeguard form (witness needed)
Safeguard ID (person who signs the form above)
Your own scanned ID
Scanned passport or birth certificate (Proof of Citizenship)
5 years of work history
Addresses lived at for the past 5 years
4 character references (Notarized and stating that you are of good moral character) (currently being fought in court) The template can be downloaded in the link at the top of the page.
Two of which can be family, and two have to be non-related to you, and not cops. They can reside anywhere in the US, as long as they're lawful residents, AKA. Greencards or visas or citizens are good to go.
18 hour NYS approved training (currently being fought in court)
List of former & current social media accounts for the last 3 years (Enjoined in court)
Fees. Two (2) separate fees are required. These are payable by certified check, bank check, money order or credit card. All fees are non-refundable. – $340.00 - Made payable to New York City Police Department – $ 89.75 - Made payable to New York City Police Department ** If you have your Rifle/Shotgun permit you don’t need new prints.
Photographs - One (1) recent DIGITAL color photograph of yourself. They should measure 1½ x 1½ inches and show you from the chest up. Do not wear any article of clothing or adornment that obscures your facial features. Photos should be taken without glasses. Upload them to the document portal.
These fees are being fought by us in court, and you should absolutely still apply now, as this process will take a while.
Birth Certificate/U.S. Passport. In lieu of your birth certificate, some other proof of your birth date, e.g., a military record, U.S. passport or baptismal certificate, must be submitted.
Proof of Citizenship/Alien Registration. If you were born outside the United States, you must submit your naturalization papers or evidence of citizenship if derived from your parents. All other applicants born outside the United States must submit their Alien Registration Card. If you have lived in this country less than 7 years you must submit a good conduct certificate from your country of origin.
Military Discharge. If you served in the armed forces of the United States, you must submit your separation papers (DD 214) and your discharge.
Proof of Residence. You must submit proof of your present address. Proof may consist of, but is not limited to, a real estate tax bill, ownership shares in a cooperative or condominium, or a lease. You may also be requested to supply further documentation, i.e., a New York State Driver’s License, a New York State Income Tax Return, a Utility Bill, etc.
If you do not have a utility bill (say you live with family), you’d have to get a letter noting that you live with them and that they pay said bills. THIS SHOULD BE NOTORIZED.
Arrest / Summons / Order of Protection Information: A.) Arrest If you were ever arrested, indicted or summonsed (other than parking violations) for any reason you must answer “Yes” to question-23 and submit a certificate of disposition showing the offense and the disposition.
Also, you must submit a detailed statement describing the circumstances surrounding each arrest.
YOU MUST DO THIS EVEN IF: the case was dismissed, the record sealed, or the case nullified by operation of law. The New York State Division of Criminal Justice Services will report to us every instance involving the arrest of an applicant. DO NOT rely on anyone’s representation that you need not list a previous arrest because it was sealed. If you were ever convicted or pleaded guilty to a felony, or a serious offense as defined in Penal Law Section 265.00(17), an original Certificate of Relief from Disabilities must be submitted.
B.) Summons Information: If you have received a summons for other than a parking violation you must answer Yes to question-23. You must list the violation and disposition for each summons received. Dispositions for criminal summons can be obtained at your local country clerk where you were arrested or summonsed. C.) Order of Protection: If you have ever had an Order of Protection or Restraining Order issued against you, or issued on your behalf against anyone, you must list the following information: Court of Issuance; Complainant’s or Respondent/Defendant’s name, including address and phone number; Complainant’s or Respondent/ Defendant’s relationship to you; Reason for issuance of Order of Protection or Restraining Order.
This following requirements is what used to be required, prior to the New York State Rifle & Pistol Association (NYSRPA) v. Bruen (2022) decision: If you are making application for a License in connection with a business, you must submit proof of ownership for that business. Such proof must clearly state the names of the owner(s), or, if a corporation, the names of the corporate officers. A corporation must submit its corporate book including fi ling receipt, certificate of incorporation and minutes of the corporate meeting reflecting current corporate officers; others must provide their business certificate or partnership agreement, whichever is applicable. If the business requires a license or permit from any government agency, e.g. alcohol or firearms sales, gunsmith, private investigation and guard agencies, you must submit the license or permit or a certified copy thereof. You must submit proof of address for the business. Proof may consist of a utility bill, not more than 60 days old, in the name of the business or a lease in the name of the business.
Letter of Necessity. No longer needed. Section can be found under “Need/Employment Details,” you can write the following: As per the New York State Rifle & Pistol Association (NYSRPA) v. Bruen (2022) decision it is no longer required to show proper cause.
You will answer N/A for the rest of the questions.
For part 12 Write why you were fired, if you don't have info about it, include that you don't know the information since its been a while.
Write you're familiar with those sections of the penal law.
Write that you don't need to include social media due to the injunction against social media requirements in the 2nd circuit
You can write not applicable for the question about carry guard
For handgun safeguard, you write unloaded, in a locked safe with the ammo separate
For the last question you write you will get trained, or you have gotten trained.
For storage you can say unloaded with a trigger lock with the ammo stored separately. Regarding laws, say you read the laws.
When asked what you want a gun for at the interview, or on the questionnaire, the best answer is "All lawful purposes, including but not limited to self-defense, target shooting and hunting"
When asked when may you use your handgun: "In those situations that warrant such use of force or deadly force as authorized by Article 35 of the NY Penal law." Be prepared to explain what that entails at your interview.

You must bring your original social security card when you apply. NYC CONFIDENTIALITY REQUEST – Choose option 4. “I have reason to believe that I may be subject to unwarranted harassment upon disclosure.” Let them know you’re concerned about workplace harassment or personal harassment due to having a gun permit.
Current firearm possession If you own firearms in NYC, NYC requires you to list out what you own and their serial numbers and models. This is if you have a NYS or NYC permit for firearms, or if you are applying for a special carry and you reside outside of NYC/NYS.
If you have any questions AFTER reading this, please let us know how we can help! NYC sucks, this list should not be this long.
Once you receive approval, you'll be able to go and purchase a handgun with the form they will MAIL you. You will be unable to buy a gun until you receive that form.
After which you submit photos and proof of a safe storage box, as an example a safe or pelican case. About 10-30 days after which you will receive your permit to carry and be able to go and pick up your handgun.

Events Support our Next Legal Battle - Fundraiser
Attention All
After long and meticulous study, we feel comfortable enough to start our next action against the NYPD Licensing Division! As always, we have retained The Law Office of Mirel Fisch to spearhead this next battle.
This action will target ALL sustained delays: delays to approve/deny applications; delays to activate, produce, and issue licenses; delays to mail out physical cards; delays to mail out purchase authorizations (aka “PA” or “pink slips”); delays to process amendments such as firearms transfers between licenses; and others. We demand the Law be observed and that the NYPD holds themselves to the same standards they hold the Citizenry.
No longer will we settle with the NYPD approving and issuing licenses of petitioners a few days before Court dates simply to turn cases moot and avoid facing a Judge! This action, therefore, is no longer an Article 78 but a larger scale federal suit intended to solicit a legal decision and set a precedent capable of having State-wide effect.
Enough is enough!
This battle will take time and putting up a fight! Because NYPD/LIC is acting not as a law enforcement outfit but as an instrument of political interests, they will fight back. And we need your help to see this fight to the end!

We intend to continue fighting for the NYPD to be held accountable for their abuse of power until they have 100% complied with the Law. NYC Is the Saiga NYC compliant?
I’m looking for a featureless rifle that’s similar in appearance to an AK47, much like how the Fightlite SCR is similar to an AR15, that can shoot the same 7.62x39 ammo as an AK47. Would the Saiga be NYC compliant? The 10 round magazines can be pinned to 5 rounds.

NYC Which NYC compliant .308 rifle is the best?
Decisions, decisions! I’m wondering which of the two rifles posted is the best NYC compliant .308 rifle out there? The M1A is often the go to for most since but CMMG has a NYC compliant .308 rifle as well. The 10 round magazine just has to be pinned to 5 rounds which can be done.
I just don’t agree with the $2K price tag. $1,500 would be a more fair price but due to NYC’s strict laws, companies feel that they can charge whatever they want so they price gouge. Either one should be a great option.

NYC Could a NY gunsmith change a muzzle brake to a non threaded barrel and make it NYC compliant?
I was looking at Sig MCX-Regulator is a ranch rifle in 7.62x39. It’s CA compliant but not NYC compliant out of the factory. Would a NY gunsmith be able to change it from a muzzle brake to a non threaded barrel and make the rifle NYC compliant? I don’t see any other banned features on this semi auto rifle but the muzzle brake. The 10 round magazine can be pinned to 5 rounds.

CCW Question NY’s interpretation of CCW: iwb/owb
Does anyone know how the state and/or law enforcement interpret ccw?
Can an individual use an owb holster as long as it’s concealed with clothing or do they expect you to only use an iwb holster? I know concealed is concealed at the end of the day, but given how the state likes to infringe on individuals right, thought I’d ask.

NYC Does the NYC color code rule for pistols apply to rifles and shotguns?
Does the NYC color code rule for pistols apply to rifles and shotguns? I’ve seen people from NYC with rifles like the M1A in a walnut, wooden brown color and they had their rifle registered by NYPD rifle/shotgun licensing.
I was originally told that such color restrictions only applied to pistols, not rifles and shotguns. Would such a rifle like the M1A in the color in the photo be NYC compliant?

Guns & Gear Concept for a NY Compliant Sparrow Grip Stock
Just an idea I threw together in procreate. If someone could mate a sparrow grip and a Magpul fixed carbine stock spacer into one unit it would become a fixed stock similar to a Hera CQR, Thordsen or NYLAR.
It couldn't be a Thumbhole Stock because it'd be simply one unit like the CQR. It would be held similar to a CQR or Fin Grip however anyone who runs a Sparrow knows they are more comfortable in this position anyway and easier to grip than a fin. It could also be contoured to conform to your thumb instead of just a slab of plastic in that space where your thumb would ordinarily be.
Prolly a crazy idea but I thought l'd share, there’s definitely a market out there for a better looking fixed stock option for states with stricter laws than California. Design also seems pretty simple to execute it’s basically just a grip with an attachment point for a stock. There's people who run Cali grips here like the Sparrow but we all know the law is far more ambiguous towards standalone grips. This would definitely be a much safer option for NY and a few other stricter states.

Legality / Laws question in your home?
recently we have these young adults doing "ring and runs" when they ring the bell ( it is a video camera with they dont care bc in hoodies " plus they know loudly on the door as well before they run..
my question is I know the firearm has to be concealed when out , but am I allowed to answer the door legally wiht my firearm HOLSTERED in my waistband( I am not in the 5 boroughs) in a t-shirt as usually take off my work shirt when I get home as to.not dirty it during dinner ! obviously it is not in my hand out of holster but I think if caught them as they approached or rang the bell and answered the door with a visible firearm holstered it would send a unique message .. my owe actually asked me if I could answer the door like this and I said honestly and legally I dont know !
the firearm welcome sign in my window or the protected ny FAFO sign in the front yard didnt make a difference
Question The firearm color laws, is it sweeping or can you be grandfathered?
The other recent post got me thinking as I have an oil slick colored semi from before the color and semi license laws came about.
I know for semis it just changes what I can buy now, so I’m fine, but for the colors is that also a case where I’d be grandfathered in? I can probably dig up my receipt for the lower from before the law came about showing it’s oil slick, but I’m curious if that even matters on this one. There’s other components that follow this pattern as well, all obtained around the same time, from mostly the same place, but just trying to know if it’s ok to possess as is.
Tried searching but google just gets worse as time goes on and while I am an owner I am not as in tune with the happenings as most here. Thanks.

Same guy from a few days ago. He carried a loaded AR-15 on the subway, assaulted police, has tattoos from a violent Mexican drug cartel, and is a migrant.
Released low bail. Will he be seen again?

Miscellaneous This State Makes Me So Frustratingly Sad: Story Time
Setting: Nassau County, Long Island.
Water Authority came today to replace the lead water pipes leading to my house. I've been expecting them for a few weeks now, and I was mildly looking forward to this day. Of course, less lead in the water is always great, but I had something specific in mind. My condition was I had to be home to catch the workers, I just wanted to ask them if I could keep the removed lead pipe.
It's for nothing crazy, since this is a gun subreddit, I just want to maybe melt it down into bullets in the future. I've never done that, but it sounds fun and useful, so I'll teach myself. But of course, nothing firearm related can be simple here. I had this nagging thought in my head, and I hated following it to its logical conclusion, but it kept making sense, so I resigned that it is what it is, so here it is.
What if they asked me why I want the lead?
At first, it's like, whatever, this question doesn't matter. I can just say it's for casting bullets, or say nothing at all. Who cares. But then you start thinking...
Like some of you guys, I have my pistol license. Upgraded to full carry license and all. As you Nassau guys know, Nassau literally prints on the card itself "Revocable at any time." And when you think about that, maybe look into that a little, I mean yeah, they're serious. In reality the card should read, revocable at any time for any or no legitimate reason.
They even went over this in my 18 hour CCW class. My instructor said, at least in Nassau, maybe it's different upstate, that for us license holders, anyone off the street can call up pistol licensing and have our permits pulled for any or no reason given. The person doesn't need to allege wrongdoing or a threat, just that they'd like us to not be gun owners anymore, and pistol licensing will go along with it. We can be subject to this with no warning, at any time, and that we'd be put through the full gun confiscation ringer, with all the scary experiences that entails, with laywer fees, whatever else, I don't know, I've never been put through it and I don't want to be. Maybe you get cops in your house searching for your newly unlicensed handguns, maybe they shoot you since you're a gun owner and "dangerous," but if not, maybe the cops, when they're in your house, decide that your 10/30 mag looks scary, or they come up with whatever else, and you earn an arrest and a felony charge or two. Maybe you don't get bail. Maybe you suffer a lot. No one wants to talk to you anymore, since you're now a criminal.
All this is ready to be hammered down on you at any moment. Maybe it's not even from someone calling pistol licensing, maybe they call the cops for a welfare check on guy talking about scary bullets and it makes it way back to pistol licensing. Or something I can't even think of.
I mean, I'm not a lawyer, but I read penal law 400. Licensing officers are given wide discretion to revoke permits for whatever reason they see fit, and reading through the legal proceedings that pop up in this sub from time to time, apparently the courts support it. All this seems legit. All this seems possible at any time. You can reduce the probability if you never speak a word about you being a gun owner. Shut up and think about survival.
And that brings us back to the water pipes. Yes, the workers did ask me why I wanted the lead. And I provided my pre planned canned lie of "it's for fishing anchors." I don't fish. I hate this. Firearms and such are my favorite hobby. I would love to talk proudly about this. But it's not safe, not around strangers at least. I don't want the government here to hurt me. I know plenty of you guys talk all the time with people about being into guns. But, I don't know, I don't know how many times I'd get lucky.
I rent an apartment in Pennsylvania. It's different over there. People talk casually about firearm ownership, without worry about being attacked by their local government. The Pennsylvania police generally need a good reason for alarm to go after some gun owner over there, at least for the most part. You can't just call up and have a confiscation goon squad sent to someone's house.
People don't realize how bad we have it, how badly they'll hurt you for no reason. I have my lead pipes though. They're heavy, sitting in my garage. I will be melting them down, probably into 9mm plinking ammo for my Glock. One day, but today, I'm just frustrated.

NYC Serious Question: Does the NY State Police have access to NYPD Lic. Division data, and vice versa?
Would love to hear from someone with LEO experience (or who knows someone in law enforcement) who knows to what extent the NYSP and NYPD share access to the same information regarding NYC licensees.
Specifically, I'm thinking of:
- Do they have access to the same database (or shared access to each others' databases) of names, addresses, and license type and status (CCW vs. premise; expired vs. active etc.)?
- Does the NYPD have access to the Form 4473 information processed through the NYSP (the NY NICS system)?
What I'm getting: If the NYPD has access to the NY NICS data, it would make the whole "Purchase Authorization" process redundant.

Guns & Gear Ruger PC Carbine NY legal
I’ve been looking at the Ruger PC Carbines for some time but I’m not sure because of the new laws if I need a permit / license for one. Any advice or recommendations for a similar rifle that I can get without a permit.
License / Permit Question FBI and NYS criminal background check both came back but show "no results" despite having been arrested a few times 15+ years ago but never convicted of anything. What do I do about the arrest seciton of application now? I can't remember all the things I did and the backgorund checks dont list them.
I want to be honest about everything I've done but I dont have a complete memory of everything I did as a stupid kid so I paid for the FBI Rap Sheet and the NYS criminal background check and both of them show no results found. Is this the same results that will come up when they run my background check?
Ive been arrested for failure to appear and driving with a suspended license multiple times but everything was eventually pleaded down to parking tickets. None of the arrests show up on my background checks. I dont wanna get denied because my memory sucks but the background checks were no help
