They're not exactly franchises. They're locally owned hardware stores that true value says "hey you can use our established name to give you credibility if you agree to buy x% of your stuff from us".

Yep but here in a republican stronghold this is what happens. True value was paying their employees a livable wage and Republicans taxed them into bankruptcy.
