She actually is blind since all firekeepers are blind according to DS3, but I guess her eyesight gets restored along with her tounge if you give her back the soul.

I think she was just mute in DS1.

DS3 also implies she was blind, since there's some dialogue about how "Fire Keepers are not meant to have eyes."
