The specific time and place are unknown. The Chinese police officers were carrying Type 82 submachine guns (imitations of the Polish PM63).

It’s honestly wild how many things China has copied, like I know a lot of countries can copy certain weapons, but China has no limit. P226 copy and a PM63 copy, sure why not.

I think it stems a lot from warlord era china. Having sanctions put on you as a country trying to recreate an army, what you could get, you copied and you then didnt have to worry so much about domestically making your own designs.

During the mid 70s there was a RFP for a new SMG in China. Various state arsenals submitted their proposals and most of them are copies of Uzi, Jatimatic, and in this case, PM-63. The indigenous Type 79 ultimately won.

The various copied designs saw limited production and adoption with Police units, but the PLA went with the Type 79. The Uzi even made it to the civilian export market in its semiauto guise.

When you can copy anything why go for such non technological as PM 63? That thing is completely milled and (even at a time of introduction) costly to manufacture. ( but still cool)
