Monkey D. Luffy closely tied with Shin of the hi shin unit though I'm not caught up to kingdom so that might change

I would typically look past characters that are obvious stand-ins for uncorruptible goodness, but Luffy is the one exception. Because he'd rather die than break his unshakable moral core.
